I literally would like to keep all 4 perks on the chest I am using. I could live without the +12 all stats I suppose.. but rerolling one isn't gonna help me with the other 2. My build is focused on traps.

Ahh I see. Well your lvl 60 at lvl 70 all pieces can goto item power level 820. After the new patch today that help increase leveling won't take you too long to get much better gear. Would recommend going into your gameplay options to see how high that aspect rolled to see how high tier it is. Btw to do that enable advanced tool tips so your gear looks like this when deciding how good it is
Earned a chest piece yesterday that has the aspect I want on it, and has a higher power rating. Should be an easy decision to switch right?
WRONG
The chest piece I am using currently has a bunch of stat buffs that are essential for keeping my paragon buffs active.
I thought about extracting the aspect on the lv 60 chest and putting it on my existing chest, but then I wouldn't be able to use that aspect again. I do want a chest of a higher level with a roll similar to the one I'm using- then I'd consider putting the protector aspect on that.
I wouldn't worry too much about the aspect "one and done". There is an awesome tool from Diablo4.life that helps you target gamble for specific aspects you may be wanting.

I teamed up with a wizard earlier today during a helltide, he asked me to join his party, I said whatevs..
I pretty much ended up wiping out everything for the "team"
With a Rogue you can jump in and out of battle quickly as you please- maneuver around bad guys, trap them, slow them down, etc. then you can line the bad guys up to land crits from a distance. Once you get good gear and into the higher levels it's pretty nuts how quickly you can maneuver around mobs and bosses and melt them quickly by weakening them and hitting them with clean shots.
I used this build as a starter but eventually made it my own thing..
My changes to this build are:
Replace caltrops with poison trap (caltrops will not slow down bosses, poison trap will knock weaker enemies down and while it won't do that to bosses it still poisons them)
Use shadow step instead of dash (there's a very useful aspect that gives you an extra shadow step charge, stuns the bad guy, and gives you increased movement speed)
Imbuement is a must (I use poison for damage over time). Pairing this with penetrating shot and trickshot is a gamechanger- while the side arrows are weak, they do apply your imbuement effects
I use Victimize key passive instead of momentum- I have a helmet that heals me as I cause explosions with victimize on vulnerable enemies.
Oh goddamn it, that blows... I got a lvl 800 2 hander with actual good stats for my Necro... 4400 attack power to over 7,000 attack power which is fantastic, then I go to my bag of aspects with good rolls that I extracted previously and... it won't let me apply a non-ancestral aspect to an ancestral weapon... are you bloody kidding me?
I wasted all this time saving items with perfect rolls so I could put the aspects on badass new gear when I get it, only to find out that I can't... Now I have a default, minimum roll Splintering Aspect until I can find an ancestral that not only has it but with a decent roll... screw you blizzard :-(
As I get deeper into the late game content, I couldn't help but feel the devs have been holding back content for future DLC/expansion. Followers, set items, any story/area related to high heaven, cosmetic pets are all things that have been in previous games. Of course, we don't need set items to be so meta and build defining like it did in D3, but I think they are cool to have. Also, no new class is a bit egregious, D2 had all new classes, D3 had some (you can argue crusader are just renamed paladin, and wizard is renamed sorc, at least witch doctor and demon hunter felt new) but D4 are all returning classes. I have a feeling they are saving one or two brand new classes for future paid content as well. Also, I enjoyed the lore of Diablo and they pretty much shelved Tyrael without much explanation lead me to think he will appear in future story content as well.

No that's not correct. It's a weapon so you can apply any aspects that CAN go into a weapon. Defensive aspects cannot be applied to a weapon. It's not an ancestral limitation. If you hover over the aspect card you can see what the aspect can be applied to (1H, 2H weapon, chest armor, gloves, etc..). The only other reason you aren't able to apply an aspect is you do have the crafting material necessary to apply the aspect (show in the lower left corner when you attempt to apply the aspect).
