Why did Republicans vote in favor of a bill that is obviously unconstitutional? Because it is a a gimmick.

Section 2 of the Fourteenth Amendment provides that Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons

Edit: The bill itself may be Constitutional but it won’t impact electoral or congressional representation as outlined in the Constitution.
