He's an illegal immigrant delivering pizza to a federal military base. The federal government, represented by the military here, can't turn a blind eye to illegal immigrants and they certainly cannot be engaged in business with a proprietor who hires illegal workers.

If you don't have identification, you aren't getting through.
This rule is standard for all military bases in the USA.
Not having an ID while driving a motor vehicle also raises suspicion.

His wife admitted he’s illegal and they are in the process of getting him citizenship.

I would imagine he’s delivering pizzas with no drivers License or insurance which is dangerous so I can see that angle.
