By the time the "armed response" gets there it's already too late. A few citizens with the weapons and training to handle the situation is EXACTLY what is needed in these kinds of cases. The problem is that in mass shootings like this the shooters always get a long time to just walk around and pop off rounds with nothing flying back in their direction.

If you listen to the closest video of the shooting the rate of fire changes a lot. Slows right down. I don't know of any regular machine gun that does that.
