It would make zero sense to offer the fight to Ronda, it has already been stated that she will be out until the end of the year and she has stated that she is going to go up in weight to fight Cyborg when there isn't a 145 pound division in the UFC. Dana said that Ronda is going to fight Miesha next so out of those three the only logical one that would have been offered the fight and turned it down would be Holly. Not hard to figure out.

She doesn't have any official schedule to return to the UFC and barely showed any interest when Tate won, except for a single rumored text message to Dana. I still agree that Holm is probably the one that refused the Cyborg fight, considering that Tate is the champ and that they probably didn't even bother asking Rousey.

They aren't going to risk the biggest star in mma by bringing her back 6 months early to fight someone who isn't even in her weight class. Who said Holly was going to sit out? Maybe she turned it down because she wants a rematch with either Ronda or Miesha. The weight thing is simple when it comes to Ronda, she has stated multiple times that she will not go up in weight to fight 145 pound Cyborg who has never made 135 pounds. How in the world from all that could you conclude that they offered the fight to Ronda and that she turned it down? That makes absolutely zero fucking sense.

I think she would. She's guaranteed rematch against either Miesha or Ronda. That means either a shot at the belt (and revenge) or a MASSIVE payday. Taking Cyborg instead......

I don't think they offered Miesha Cyborg as giving Cyborg immediate title shot seems out of character...
I don't think they offered Ronda Cyborg as that would be the equivalent of leading their cash cow to the slaughter...

That leaves Holm who's in a position where taking the Cyborg fight makes very little sense.

I don't know why any of those 3 would take this fight. They're all in the thick of the title picture in the division. This is a catchweight fight against a huge killer that has no title implications and can only harm them.
