Just watched a documentary with navy border guards but how effective are they in reality??

It was very short doc and it didn't really touch upon anything with details but according to my opinion they seemed little bit out of number and the sea is to damn large? but aside from that how effective are they especially in areas like Miami Florida and since there is 100.000s of fisher boats around that area would they stop every single fisher boat or only Cargo ships? what is the policy and how do they operate. I would love to hear from someone with knowlegde in this field
