Talented people usually AREN'T hard workers in my own anecdotal experiences. They get by on Talent. Untalented people MASTER working hard.
That's why it's so unusual to see someone like Khabib who was talented and would outwork everyone too. Same with Matt Hughes.
People like Jon and BJ Penn, in my experience, fall more so in the talented category.

In some ways I agree with thresholds of testing because if the science were perfect you could potentially detect past use a decade or later after the fact. But, what is the effectiveness of having micro-dosing in quantities small enough not to be detected by threshold?
