They could and have done it in the past. The Iranians could also hide their true intentions like the Isralis did with their nuclear program. I do believe the Iranians want a nuclear bomb and are enriching U-235 to 90% bomb grade capacity. At this stage of the game the Iranians will not let any inspectors into the country.

Turns out the Israeli sabotage teams were hooked up to the tits with hidden drone factories right inside Iran. They built an entire system of hidden factories & distribution networks for all the drones they're using inside Iran.
