Is Steven Seagal legit?

No he wouldn't. Van Damme got fucked up by Chuck Zito.
Chuck Zito is legit though, dude is a boxer, trainer, martial artist and a bodyguard for high profile people and he roughed up a drunk and high Van Damme at a strip club, he would also make a beef taco out of Seagal. Van Damme would absolutely fuck up Steven Seagal, there is no question in my mind at all.

No he doesn't. They were all fought against Karatekas. It was a term used for karatekas going full contact in belgium

but what accolades does Segal have other than a "questionable" black belt in Aikido.... I even believe (I may be mistaken) that he was dating his instructors daughter at the time.... I call his belt a baby gift basically bc aikido usually only has 2 belts, black and white

I have seen both of them move in their respective arts. Seagal is a master. Van Damme is nothing out of the ordinary. Seagal is much bigger. Seagal is grappling oriented, Van Damme is a striker.

you may be right... I've only ever seen JCVD move. I've just read all I know about Seagal. I've never seen him in competition of legit training. The only thing that ever really made me think he was legit is that Silva and Machida brought him into Blackhouse.

Not sure if we are talking about the same thing (I don’t know much about JCVD) but I am “old” and fought in sanda around Europe in my youth (80s-90s) ... back then most competitions - other than the official ones to qualify for specific championships (for example in my case sanda/wushu) - were simply called “full contact” or “kickboxing” which basically meant all stand up styles together with some general rules (usually no elbows, no knees, no throws, boxing or kumite gloves, sometimes feet/shin pads).
Some great competitions and really hard by today’s standards ... I remember one big open in France attended every year by hundreds of athletes, KOs aplenty, marginal medical supervision, multiple fights per day, sometimes for the elimination rounds no ring/mats (! ... fighting on basketball courts) ... if only my parents knew what I was doing exactly or I had some more self-preservation awareness ... crazy times! o_O

Its not a belt rank. Its more like prestige. Kind of like if he married Kyra Gracie just so he could say he was a Gracie and take over their schools.
 
Also he ducked Jason Delucia, thats how Jason ended up at UFC 1.

I have heard fighters arts praise Seagals martial abilities (including Gene Lebell). Not a single one about Van Damme.

Seagal reportedly attacked Bob Ohara Wall at a some gathering and had Chuck Norris go between them. So I don't think he declined Van dammes challenge out of being scared. If they had a huge beef he probably would have fought him but he just wasn't triggered and thought it was a stupid idea to fight a fellow movie star.
