14 of the 15 counties that have shifted the farthest over the past two presidential elections artions are majority Hispanic or Latino.

I suspect it is or it's one of the reasons.
The number of Congressman representing an area is dependent on the population. This population figure is determined by the Census.
Well when Biden first came into office, one of his first executive orders (I think on day 1 or 2) was to make it so illegal immigrants and undocumented are counted in the Census for the purposes of House seats.

I think this is ridiculous horseshit only terminally online losers believe.
The census has always included undocumented immigrants (and for that matter, slaves), you gullible human. The constitution explicitly calls for counting any resident, citizen and non-citizen alike.
Note we count prisoners and children, neither of which can vote. The reason any resident was included was for funding purposes more than anything else.
I think there's a middle ground, maybe we weigh non-citizens less than citizens. Something like non-citizens are three-fifths?

Joe Biden officially came into office as the 46th President of the United States on January 20, 2021. So he signed this executive order on DAY ONE.
