Completely wrong. British filmmakers Broccoli (lol) and Saltzman created Eon productions and Danjaq, Eon's holding company. In the 70s, United Artists bought 50% stake in Danjaq from Saltzman, who was having financial issues. United Artists sold back their shares to the Broccoli family in the 80s. However in the meantime United Artists had been bought out by MGM, only existing in name as a subsidiary. In exchange for selling back the shares, MGM got a distribution deal.
That's the story. It's owned and fully controlled by the descendants of the Broccolis, who are the producers of all the movies. British family company, with offices in the UK, making movies about an English spy, based on the character of English author Ian Fleming. Don't even try to claim this shit is American, it's not.
