I'm not calling you wrong, but I'm thinking SWAT teams etc commonly wear masks? I think you just need one person who is identifiable as law enforcement, right?

There is no law against it. If they arrest someone, they have to eventually reveal their identity, but in the case of a raid, that would be done after the fact
You're correct. And the FBI conceals their identity under some circumstances too, undercover cops as well of course. I'm referring to when they're uniformed, in public.
