The article was not just about the fire, the article was about the studio. The studio employed twice as many women, in an industry that apparently employs few women. It is something that the studio was specifically known for.

In an attack where 13 men die and 20 women die, I don't feel like there's a necessity to emphasize the women dying, over the men dying.
If the headline was reversed to concern men rather than women, you'd realize how awkward and out of place it seems.
