Does Walmart normally decline to press charges after reporting an incident to the police?

They did not drug her. She was already drugged, and did it to herself via alcohol consumption. They met her at the bar and had consentual sex with her. When she was passed out they decided to steal her credit card instead of caring for her drunk state. That was their fatal flaw and now they fucked for life.

If they didn't steal her card they would most likely not be facing any charges.

One of them "gave" her a green pill, believed to be a Percocet, which she took willingly. Now, that can still be argued that they "drugged" her...because they provided her drugs whilst in a drunken state. But the idea that it's a slam dunk death penalty case is not so cut and dry.
