I've always thought it was Fedor, and still do, but I'm surprised Silva isn't the most popular choice.
Lack of elite competition(minus Big Nog and Cro Crop) is a blemish in my book when we're talking about who the greatest is. Also got KO'd by Hendo and Bigfoot and subbed by Werdum.

Finishing is important to many. To quote Faber (talking about Cruz) "Its a simulated death match. You haven't simulated anyone's death."
Unless you look at some of his opponents. Some of them are blemishes because they weren't even close to being on that level, Nagata with his 0-1 record being the worst.

GSP went out on a loss imo.
He may have won on two judges scorecards, but if he never comes back I look at it as though Johny ended his career.
I wouldn't call it a loss but it wasn't much of a win either.
Not fighting guys your own size is a blemish on mine (when Fedor fought less skilled guys they were usually much bigger which evens it out) As soon as Jones fought an opponent his own size, he got severely beat up and arguably lost.
Fedor never lost during his prime. Jones arguably already lost during his prime. Can't wait to see what's in store for him down the road.

i love finishes and he's not my favorite figher at all. Think he's quite boring really. but win is win in my book.
As long as you are below the weight limit on fight night there is no unfair advantage that is why there's weight classes in the first place. Jones height and reach are gifts but having the fighter IQ to use them is talent look at Diabate who I think is 6 foot 6 with and 81 inch reach who's also at LHW with much less success. Jones has also beaten perhaps the most impressive resume of fighters except maybe GSP and unlike GSP has finished almost all of them.
A win is not a blemish.

Depends on the context. I wouldn't hold it against him that he fought those guys, he got paid at least, but even when you're being generous to Fedor with the rankings of his opponents he's still significantly behind the amount GSP and Silva have.
