Manafort's behavior is unrelated to Mueller's core mandate (i), which is to investigate "links and/or coordination between the Russian government and the Trump campaign".

The second part (ii) of Rosentein's order appointing Mueller authorizes Mueller to investigate "any matters that arose or may arise directly from the investigation". That's extremely broad and potentially infinitely expandable. Judge Ellis's comment was made in that context. The irony is that he was helping your side in this, Homer. Judge Ellis said that although the Manafort's possible financial crimes did not fall under (i), they were permissible under (ii).

Bottom line is you're taking a reasonable statement---which helped your side!---as evidence of bias.
