He wanted to catch Fedor in a scramble or a transition,trying to advance. Thats why he didnt lock him up. He expected him to be active,never thought he'd stay in the guard intentionally.

Pretty much, the open butterfly guard he was using for most of that fight is much better suited to sweeping someone and indeed he does pull off but gets swept back right away.

Other factors in the Mirko fight are I'd say a hand injury he got surgery for post Zulu and simply fighting a bit more tactical, a lot of the time on the ground really I think he's trying to wear Mirko out stacking him up and by Mirko's own admission it worked.
