This is a pretty good point. I find some comfort in the fact that many states and companies acted aggressively about 4 weeks ago in spite of the lack of direction or leadership from the White House. There are still leaders out there and their action has likely saved tens of thousands of lives if not many more and the productivity that comes with a healthy workforce.

$4.5T for business is a bit misleading though. Those aren't stimulus checks like we are getting. "Bailouts" are low interest loans. Those companies will be expected to pay that money back.
