Putin watching his poll numbers drop as COVID grows in Russia. Russian people are much less tolerant towards self quarantine and are already upset over lack of jobs.
Putin it seems faced a similar problem as the US lack of a rapid response early on. Putin now going draconian with quarantine and arresting protesters and people refusing to follow orders. Putin popularity is shrinking due to Russians anger.

In New York unbelievably COVID infected people were being placed into nursing homes. Nursing homes are were the most vulnerable people reside, the elderly. About 95% of fatalities have been with those 70 and older. It's unreal. It is no wonder New York has been a hot spot for Wuhan virus deaths.

The concept is obscene. For the same reason that you don’t strike a match near gasoline, anyone carrying the virus should be banned from nursing homes, not forced on them.
Recall that the phrase “out of an abundance of caution” was used to justify shutdowns of schools, churches and commerce and impose social distancing guidelines everywhere. Nursing homes needed even more extreme protections, which is why all visitors, including family, were banned, lest they accidentally infect loved ones and start a daisy chain of death.
Yet when it came to those same facilities, members of Gov. Cuomo’s team didn’t exhibit a whit of caution or common sense. The results were predictably catastrophic.....

He wasnn't joking about the disinfectant, he was going off letters he was sent earlier in the week by a guy called Mark Grenon (who was selling a 'cure' for COVID19, I say 'was' because the FDA actually banned him from selling it before Trump's press conference). Trump was just dumb enough to believe it and even more dumb for mentioning it live in his press conference.

What made Trump make such insane comments about light and disinfectant was lead researcher Bill Byran for the military and Homeland Security found that COVID-19 is effected by UV light and disinfectant in such a way to greatly slow the spread. This is all that Trump needed to run with it.
