No, it isn't. There really wasn't a lot of fighters to choose from that an AC would approve, so you pretty much have to handpick.
What does "rise to the occasion mean?" In this context it means "be good enough to fight in the UFC."
If it means that, then it's obvious that it is impossible to prove that you are good enough if you are fighting another person who hasn't proven that they are good enough.
How is that not obvious to you?
