What's the argument here? Repairs should have been timed better or done faster? Or that the reservoir should have been kept full during repairs?

There was a reservoir for this kind of situation... its completely nuts it was offline.
FYI - When my company is working Water Treatment plants, we're required to only take critical equipment during low demand seasons and any critical infrastructure must be back online when high demand season arrives.
Heads are going to roll here... This is gross negligence
All those assholes who were one the news trying explain why the hydrants lost water knew this already. Guarenteed... and they purposely omitted this information? Why? Because they know they might was put their head in the noose themselves at that points.

Most everyone agrees that the racial makeup of things like fire departments and police departments should loosely reflect the racial makeup of the communities they serve.

Does it also mean they shoiuld cut the firefighters budget because they won't be able to do anything about it anyway? Does it mean they shouldn't bother building infrastructure so they have enough generators and pumps to keep water pressure in the hoses?
California spends billions of dollars on the homeless and drug addicts with nothing to show for it but hell yeah, let's let it all burn down. What the hell do the taxes those people pay go for?

The cover was torn, which means the water would have been legally undrinkable. Hence it was empty. You seem to be arguing that the DWP should have had a crystal ball and prioritized repairs in one party over the county versus another. Not to mention water pressure still wouldn't have been sufficient.
Try getting tour news from actual journalists instead of propaganda outlets.
