Watching Jaime struggle relearning how to sword fight really makes you appreciate how much of a badass Qhorin Halfhand is.
Anyone that's read the books ought to vote Hound.
A lot of prodigies don't pan out. Jamie really didn't have a comeback when his bastard incest baby boy pointed out that his entry in the Kingsguard book was rather lacking.
Jamie is BJ Penn and The Hound is GSP.

Anyway GRRM said skills wise its Dayne and Selmy prime with Dawn giving Dayne the edge. So I'll go with that.
Jaime did pan out, though. He was a beast before losing his hand. And what does the Hound's entry look like?

Selmy and Jamie seem to be blinded by some kind of Bruce Lee style hero worship but there's hardly anything about his exploits just people saying he was the best eva with a sword.
Most of the hound's exploits wouldn't be cataloged because he was more of the kind of guy that did his work in the shadows. The dirty work, if you will. Jaime was always front and center since he was considered a wunderkind. You'd think he'd have way more written about him, but alas he's clearly overrated. Great in controlled environments, but not as much in real world applications.
This is looking to be a Dayne vs. Selmy final, with Dawn giving Dayne the edge needed to win. I guess it makes sense considering the author himself said they were the two best.

If Selmy and Jaime say he's the best, then he's the best. They sparred with him all the time. They know the pecking order just like the guys at any martial arts gym in America.
Except we know he's outstanding in real world application. He was a battle commander (and had likely been so for about a decade by the time AGoT starts), so, unlike The Hound, he isn't in the thick of combat most of the time. The Hound is the only elite fighter that is never given a command position, so we see him fight more than the other elites. Even Gregor has his own band of men.
Whenever Jaime actually engages the enemy, he single handedly fucks up the entire battlefield ala the infamous charge to slay Robb Stark. Cutting through Robb's personal bodyguard is on par with many of Selmy's exploits. We just don't hail it as incredible because it happened in the course of the novels and hasn't been bolstered by re-tellings.
No, it shouldn't be hailed as incredible for a couple of reasons:
1. he basically killed fodder. The guys he cut down weren't known as particularly good warriors.
2. they were trying to take him alive so the were obviously hamstrung. He could attack them with the intent to kill while they had to be careful and take a more measured approach.
That's a fair assessment. I think the Hound also beats him in durability (which may be part of size/strength). The way the joust goes down is that Jaime breaks his first lance on him using some tricky shit. The hound keeps his horse and goes for a dual exchange in the second go-around and keeps his horse once again while Jaime goes crashing down. The Hound then goes toe to toe with his brother like 20 minutes thereafter.
The thing is...I think the Hound can tank a hit or two, while Jaime needs to be perfect. This might be the closest matchup on paper of any of them.
