As I recall, it was clear he was losing those states, so he gave up on them, but he was leading in FL, so he focused on that state instead:

Bloomberg's people are actually telling the media the opposite---Bloomberg won't try to compete in NH/IA. Giuliani's people were saying the opposite at this stage, then later went revisionist when things didn't work out for him.

Rudy didnt skip those states, but he wrote them off early. I remember it clearly. It was well known. Nothing revisionist about it.
 
Nate Silver is wrong about this guy. Bloomberg is a serious contender. He won't win, but he will affect the race dramatically.
