If his base gives him a pass on this, it's not a bad reflection on Trump. It would just give more credence to the argument that so much of the backlash to the previous administration wasn't really about policy choices but about policy presenters. That those people hated good policy because it came from the wrong people, not because of its actual impact on the nation.
