Literally everyone ranks him way higher than Khabib who did nothing but dove for the legs and ran away from the sport in his prime.
While I don't think he's the goat by any means he did accomplish great things in the sport and had a fighters heart. I personally dislike bj as a person he's arrogant and self-centered but again his early career he was very hard to beat. He declined as all do when they get older. Looks at the ending record doesn't tell the story of a career. Look at Anderson Silva.

Now, before you respond to say I wasn't around to witness him in his prime.. I in fact did witness his prime. I saw him lose to GSP twice and make up excuses.. saw him lose to Matt Hughes in the rematch..
And of course the one that sticks out the most, was seeing him outclassed three times (twice in his prime) to Frankie Edgar. Go watch those fights, they were very one sided and BJ Penn had nothing to offer. Even his corner had no advice for him in between rounds as they were shocked that BJ Penn was an inferior fighter.
There is no way BJ Penn should be in the GOAT discussion. Not 10 years ago.. and not today.

The issue for most people trying to understand BJ is that they don't realize BJ Penn used skills and combination of skills modern fighters are yet to discover.
He was several decades ahead of sport in terms of knowledge of passing, reversing, takedown defense, etc, etc
His legacy are three things -
1 universal skills everyone can learn from
2 big career wins and titles (uncompromising double champion with most LW defenses over other all-time greats)
3 and finally, having to work around physical deficiencies in most fights (similar to DJ, but even worse)

No robbery.. judges got it right. UD.. one judge even gave Edgar all 5 rounds.. Edgar was too quick for BJ.
