That is horrible, this story makes me sad. My son turns 5 tomorrow, there is no way I would leave any of my guns anywhere my child could reach them. I definitely wouldn't leave a loaded firearm unsecured.

Secure your firearms to where children cant access them. If you cant do that, then dont own one. If a child dies because you failed to secure your firearm then you should face charges.

This. I am on the control side of gun issues, but I don't think outright bans will help. But of course you are responsible for ensuring nothing bad happens with your gun. The only reason why people may/should not get charged over this too harshly is that it usually is their own kids.
