By complicated I mean the entire fiscal shape of DoD. For example, most of the missing funds aren't gone, it's jsut bad book keeping. That's a problem, but it's different (but related) problem from embezzling or fraud, etc.Like 7 or 9 of 28 depts.....it's really not complicated at all.

Lol, you’re always making excuses for American failures.There are receipts for everything I'm sure, and there's actually a lot of good reason that military records are "poorly kept" and inefficient to access. The US government and military in particular are pretty good at keeping records as archaic as some of their methods may be. It seems pretty logical we wouldn't want things like exact procurement for current stockpiles and research into specific projects to all members of this congress, let alone the entire world. Even going back decades, because all of those weapons and systems are part of the current inventory.
Records kept in an abandoned mine and accessed by tricycle are a lot more secure than anything on a server.
