I mean, I went over that already. The records are kept they are just classified even from the majority of congress.

We know how many buttons we gave to the soviet union near 100 years ago. We know how much we spend on our military today.

Recently I was listening to the audiobook Skunkworks, which included some info about how the CIA funded the U2 spy plane with secret laundered money, and how the plane was super useful gathering military intel like alerting us to the missiles in Cuba during the Cuban Missile Crisis

The point being, sometimes the shady secret money is actually going to totally respectable stuff that makes the country safer and legitimately needs to be secret

While how highly Pengagon had valued M 113 30+ y.o tin cans I don't wonder how highly they might price another type of museum exposition worth stuff. In some cases when scheduled for expensive decommisioning old museum type stuff had been valued as fresh recently produced new replacement.

It's not. People vastly overestimate what's spent on projects like that. Most of the money is missing only on paper due to shoddy accounting.
