That was a clear move to capitalize on the Bucs selling for a then record 550M the year prior, despite having the worst attendance and worst record in the league IIRC. They needed to sell a large market team to readjust the franchise evaluations (see the Forbes issues in the years since...) based off the new broadcasting deal.
The guy that lost his team for let's be real mildly racist private remarks to a side chick, also settled MULTIPLE LAWSUITS WHILE OWNER for redlining and denying rent to minority tenants.....league didn't do shit then AFAIK, then he purposely moved the team and paid as little of the cap as possible for years, and still the league didn't do shit....
