They should all have them, especially considering they're masked and don't have to identify themselves, and while they're at it how about a standard uniform? Well the shooter was at the driver-side window with the vehicle turning away from him. He was not jumping out of the path as he was firing.

Here is a video from Fox News. I think it’s pretty clear that she wasn’t trying to block the road, she let that first car go by. Waved them forward and everything…she was trying to leave.
