It's because measures we've taken in the stupidly named war on terror have curtailed their activities.
We destroyed their training camps. Chased them from country to country. Killed off their leadership or captured them. UBL is dead and we got a metric shit ton of information from that. Phone numbers, hard drives, video, etc.
