The difference in opinions amongst regulatory bodies over different locations may and does exist, but it does not provide a universal criteria for making weight, but for allowing certain requirements to be met before the fight is given a green light.

0.2 pounds out of 185 pounds would mean that

Romero weighed in 0.1 percent, not 1 percent or 10 percent, but 0.1 percent heavier than Whitaker.

Was Yoel unaware that if he didnt make 185 on the dot that he could not fight for the title ?

Imagine if other major sports had such large differences for important games. Itd be like moving the 3 point line back 2 feet in Cleveland but keeping it the same elsewhere in the league.
 
It is unfortunately that depending on what commmsision he was fighting under he would have made weight. Vegas allows .4 I believe, Quebec .9 though I believe New Jersey is also 185 right on the nose with no allowance.
