It's 0.2 pounds, which in the past and present would have been allowed, in a title fight, depending on the location, and always allowed in any other fights.

The difference in opinions amongst regulatory bodies over different locations may and does exist, but it does not provide a universal criteria for making weight, but for allowing certain requirements to be met before the fight is given a green light.

0.2 pounds out of 185 pounds would mean that

Romero weighed in 0.1 percent, not 1 percent or 10 percent, but 0.1 percent heavier than Whitaker.

True, but it is weird that they aren't universal rules. In Canada he is following the rules but in Chicago he isn't?

Imagine if other major sports had such large differences for important games. Itd be like moving the 3 point line back 2 feet in Cleveland but keeping it the same elsewhere in the league.

Much worse are the different cage sizes and that they can decide to make non title fights 5 rounds if they want.

And that ignores illogical match making which is the biggest inconsistency.

They sign a contract to fight at a specific weight. For championship fights the contract states it's got to be right on the dot. Any athletic commission that follows the Unified Rules of Mixed Martial Arts follows these rules. So either way you look at it they're required to weigh in at their contractually obligated weight. Commissions that don't follow the unified rules can round to what they want but they don't all use .4 but that's not non title fights only. In the US you won't find any commission that rounds up or down anymore for title or non title fights.

Championship fights in the USA have alwaysssss been on point. no half pound allowance, no .2 pound allowance. FFS
 
It is unfortunately that depending on what commmsision he was fighting under he would have made weight. Vegas allows .4 I believe, Quebec .9 though I believe New Jersey is also 185 right on the nose with no allowance.
I'm pretty sure you are right, vegas rounds down to the nearest half pound and Quebec rounds down the nearest pound. they make those rules because they are accounting for the margin of error in the scale (and today their scales are probably so accurate and precise it's no longer necessary but the rules are in place)

Yoel knew that illinois requires you to hit the number exactly so he should have been ready to get below 185 if necessary. It's his own fault for cutting it so close trying to be as big as possible. he knew the risk he was taking with that strategy.
