That's not a major reason, but it's one of them. All sorts of unpleasant things are out there and not highly regulated.

Violence and sex both are darwinian things; they both determine who gets to live to see the future (vicariously or otherwise). As such, they hold the keys to the ultimate biological reward; if they are unregulated, justice cannot be established. Who could contest that the good ought to live on, and the wicked should perish?
