This is probably true, due to the nature of opiate addiction in general, but I'm also fairly certain that recreational, non-addictive use is higher than we generally believe it to be.
Opiate users are almost always portrayed as "junkies", but plenty of people will use Oxy on occasion without ever turning it into a daily thing. I've always used it sparingly because if you use it for a few days in a row, you're not even really getting high anymore. It's a waste of money and a slippery slope to addiction.

Boy, ain't that the truth. Except for people in law enforcement or around that life, the general public hasn't a clue how wide spread recreational drug use is. Not just opiates, but everything from pharmaceuticals on down the line.
