I mean you have to understand. No one is expecting something like that. No one other than Reese and Sarah even knew what it was. They were shooting at him like he was a man and couldnt understand why it wasnt going down, they never knew. It's only there to kill Sarah Conor, which was a very short time period. By the time everyone gets a hold of the situation, it should have been able to accomplish it's mission.
