Would knees to the head of a grounded opponent be legal if you cover your kneecap with your hand?

makes sense to me. I could see hip strikes to the grounded op’s head coming into vogue at some point. You can generate a lot into a shrugging of the hip. Similar to how you can do that with the shoulder strike from the right angle.
 
what if you use your cup to ram an opponents head?
Muay Thai steel cups are allowed by the NSAC... apparently there are ones that are "wedge like"... some MMA fighters use them...
they came up in one of the jackson pod casts... Rampage said he wore one once when he was up against a guy who had a reputation for low blows... he made sure the guys team mate who was watching him get his hands taped saw it and the other fighter didn't even try...
