Forrest and Jan are the 2 that come to mind. Both earned it over opponents they had no chance of winning(Forrest did so twice) but it was clear then and is clear now they weren't the best in their division.
Bendo and Edgar got 3 defenses but felt as if they were on borrowed time the whole way through.
Sylvia was actually the best fighter cause his division sucked after all the talent from the early 2000s left or got into accidents. That's why Randy came out of retirement where a few years earlier he'd had to leave HW. That's how Brock became a UFC champ and he'd be up on this list too. Like Conor was been handed his status the last 5 years or so but he actually earned the 145 belt. NO ONE will ever get a title shot ever again after going 1-1 in their first two UFC fights like Brock. Brock got destroyed by every relevant fighter he fought after avenging the loss to post accident Mir and only beat Carwin because the ref didn't stop the fight and Carwin was too tired in the second round.

He had a lot of good wins. He was just awkward as fuck, physically difficult to look at, and the belt thing was cringe.
