ICE was blocking one lane of the road. She was in the vehicle and moving to let people pass, that's not blocking the road and it's not illegal, especially when you consider how the weather conditions and the chaotic events going on around.

There was an LE vehicle parked exactly like she was, right next to her. Were they illegal impeding the lane as well? Remember, they are ICE agents, who were on their way back from completing official duties, and weren't on an active case. Cars were also going by her. This is all relevant.
