That's one way of looking at it, I guess. A more reasonable take would be that he had his gun out, thinking it would be enough to frighten the woman into stopping, and when it wasn't, his automatic reaction was to pull the trigger.

Dude walked up to the vehicle after he shot her got a good look and walked away. Injured is a joke because if you watch the videos it's pretty clear he wasn't hit. However he was able to almost get the gun pressed against her head before he shot her. Amazing seeing people cheer this shit on. Surprisingly Obama was able to deport more people without the need to endanger civilians and cover the agents faces. But the answer to your question is the cop literally walke into the car with his arms outstretched seeing the other officer sticking his hands inside the vehicle knowing they are at the very least fighting over control of the vehicle. There is a chance she never even saw this officer and was simply focused on the guy who was attempting to do whatever he could with her and the car, for no legal reason, since as Naomi said their official duties were done for the day.
