Who says they had the luxury of just reporting her plates? This women went out of her way to block the road on law enforcement officers and then hit an officer while trying to avoid arrest. I wish it ended differently for sure, but she put herself in harm's way. It's not reasonable to believe she would just drive away peacefully if the officers just never got out of their cars. She should have been arrested, which is what they were trying to do.

There's multiple videos. We can agree to disagree on justification. But it's very clear from this video that she drove right at the officer and hit him even as he tried pushing off her car to dodge it. Even if the officer didn't shoot and she got away she most likely would be charged with assault with a deadly weapon. That is something officers are allowed to use lethal force for in defense of themselves and/or others.
