Why are some fighters low finishers, and others are high finishers?

Some people are just better at embracing the grind. Grind doesnt mean finish

While it's true some fighters are born with power, a lot of the time punching power has to do with styles and commitment. Those guys who are volume strikers usually aren't following through with their punches.
 
Depends if they prefer to use their low attacks or high attacks. I think the best out there engage in a lot of poking. I really thought the culture was gonna change after air blocking became a thing, but that seemingly disappeared. Personally, even if special moves are more punishable, I have found myself winning a few matches with that chip damage, so I prefer the more shoto characters for that reason
 
This isn't a knock on those with low finish rates.

Examples of low finishers:
- Merab has a 21% finish rate (4 out of 19 wins)
- Belal has a 25% finish rate (6 out of 24 wins)

But they are world champions and obviously, great fighters.

On the other hand, you have high finishers like:
- Shavkat: 95% finish (18 out of 19 wins)
- Aspinall: 100% finish (15 out of 15 wins)

Who are also good fighters.

Genetics and the way they fight
Mostly this, but its also at higher weight classes is higher rate of finishes, and also who you fought. Some guys like Dan Henderson are extremely durable and hard to finish. Maybe you get unlucky and have to fight several guys like this.

Yep. It can be easy for some guys to beat mma fighters with basic boxing over three rounds, if they cant take you down or strike back well enough. That's how Arlovski survived later in his career. GSP had long stretches of doing that on the feet.

People might call Belal boring but he can beat many fighters comfortably by just sticking to that.

Balls + Genetics
  1. All some fighters try to do is "not get hurt" ... and "win on points" (no balls);
  2. Some fighters have physical/structural aptitudes, where they just hit with leverage.
Therefore, fighters with NO natural leverage, and/or who are fighting "safety-first" will never be high-KO artists ... they are always "apologizing" (holding back) from a fully-committed shot "just in case" they get countered ...

Conversely ...

Those fighters who fully-commit to their punches/kicks, etc. ... no "apologies/holding back" and who have "natural leverage/power" will be the ones to get flatline-KOs and capture the fancy of true fight fans.
