When people make purchase decisions, they tend to think in terms of percentages. Like when people make big purchases like housing or car, they don't think in dollars, but thousands, tens or even hundreds of thousand of dollars as a unit of price. So when people buy groceries, a dollar saved for a small item is a fair chunk of the price saved, so people will find it attractive.
