If you look it objectively, it's GSP for sure.

Personally for me it's Silva (Entertainment inside and outside cage) but I can totally appreciate why most regard it as Fedor (humble aura, big streak, undersized at HW).

Jones was heading there but I fear he will go down as a somewhat squandered talent.
 
It's probably between GSP and Fedor and I would say GSP is the GOAT because Fedor's record has some serious padding going on, especially in the early years of his career. He beat some good to great fighters but 1/2 of his record is complete dogshit and he did have those 3 losses in a row to Hendo, Werdum and Bigfoot where he didn't just lose but got finished.
 
Not sure how it's even possible to pick anyone other than Jon Jones...
 
Fedor - Regular guy, defied all the odds. No physical advantages, just skill and mental toughness.
 
GSP. His competition was much tougher than the other fighters.

They're all great fighters.
