I love old school NHB but Ruas was never clearly the best fighter. Oleg Taktarov, a very small HW who would probably be a MW now beat Ruas once and also had a draw with him. Also, Ruas for whatever reason didn't fight a lot of the best fighters of his era: Dan Severn, Ken Shamrock, Don Frye, Bas Rutten, etc. It's hard to gauge how elite he was when he mostly fought opponents like Jennum and Varelens. Tank Abbott destroyed both of those guys as well.

In your opinion. In my opinion all that matters is what you accomplish when you're at your peak. Early career losses and late career losses don't mean much to me. For example if Oliveira were to defend the belt 4x that would put him at a 13 fight win streak and 4 defenses. Same UFC win streak as Khabib and 1 more defense so in my eyes that puts Oliveira ahead of Khabib in the LW GOAT picture.
