Who is the best fighter to never win a world title.

Obviously he only has himself to blame - but I would say Barnett if you don't consider his UFC title win legit. Technically I think it is recognized as a title even though he popped.
 
An interim title to me is still a title. They physically held a championship. So Tony Ferguson doesn’t count. So I would say...

would be my pick.
 
Overeem, if we're only counting UFC titles. Reem was probably the best HW in the world when he was on the sauce

He was having his chance against Stipe but he was running from him (FACTS)

So many people thought he won the fights against Robert in the second fight and the Izzy fight despite the poor performance from both men
