Who is the best fighter to never win a world title.

So many people thought he won the fights against Robert in the second fight and the Izzy fight despite the poor performance from both men

didnt he miss weight in the 2nd fight and even if he won he wouldnt claim the belt?

Overeem, if we're only counting UFC titles. Reem was probably the best HW in the world when he was on the sauce

he won titles in every organization he fought in except pride.
Nobody holds as many belts as overeem in top orgs even k1
 
Thiago silva wasnt that great imo. He beat the living shit out of some guys but when he faced top tier comp he wilted. I think his muay thai was really overrated, however i feel.his offensive wrestling and top game were underrated. Scary fucking guy when he was on his game.
 
My vote goes to both Tony Ferguson and Yoel Romero
 
Not at all the most worthy of praise or complete fighters, but just based off the amount of wins they have to be mentioned.
Tony is often saluted for his 12 straight wins but hey, these guys came close:

Jake Shields - from 2005 to 2013 he went 17-2-1 with wins including Okami, Condit, Daley, Lawler, Hendo, Woodley and Maia.

Jon Fitch - started in UFC in 2005 and for the next five years he went 12-1 with his only loss being GSP. And even though I don't really like bringing up late career fights, the fact that he during 2015-2019 when beat some other vets like Okami, Shields, Daley and a draw against Rory shows that he had some longevity. Terribly boring though.

Chael deserves a mention just cause he came close. One of the few people to ever have such a dominant title fight against a prime GOAT, only to lose in the last minute. Won 4 rounds and I think he got multiple 10-8 rounds at least by one of the judges. Doped up but still.

I would say Chael, if all was fair in this world he should have been fighting for the title against Paulo Filho and he was like 30 seconds away from beating Anderson.
If all was fair? He would of been stripped of the title had he beaten Silva for PED use
 
I mean major world titles like UFC, bellatoe, pride, wec etc- not regional.

Is it Yoel Romero?

He's still in the mix and is only 34 at HW so this may change soon but Ngannou. Guy lost to Stipe and a starring contest with Lewis but has a ton of top wins with the quickness aside from those fights. He's KO'ed Arlovski, Overeem, Blaydes, Velasquez, JDS, and Rozenstruik all early in the first round and beat Blaydes earlier in his career. Pretty dominant stuff against high level opponents.
