Yep. There really hasn't been a dominant, lengthy all-time champ ay HW, as nearly everyone in the UFC HW division has been mediocre at best. You have to give it to Stipe because he has proven himself more than the other short-timer champs.
i think he's overrated but that doesnt mean im not a fan. He was more of a fun fighter than he was a good fighter. Just cause i dont think somebody was as good as people think doesnt mean im not a fan. I'm a fan of mike the truth jackson and i dont think he's a good fighter. I'm a bob sapp fan and i think he's a can. There is more to fandom than thinking they were good or not at the sport.

Disclaimer: I am a Stipe fan who is relatively new to the sport and missed the prime of others when they happened, so take it with a grain of salt.
I personally rank Stipe as the UFC Heavyweight GOAT as things stand. Yes, I recognize that many of his best wins were over past-prime fighters and that's a legitimate knock on his resume, but not really his fault. He fought the men placed in front of him. The way in which he achieved those wins and the fact that there isn't a compelling other choice trumps that for me.
That being said, I believe that if Cain had remained healthy, he could have had a legacy that trumped that which Miocic currently holds. Likewise, if DC had elected to remain at Heavyweight for his entire career rather than cutting to LHW in his prime he could have been a serious force in his own right and rivaled or possibly even surpassed either man.
Looking to the future, I think if Ngannou sticks around and comes back looking in good form following his injury, he could absolutely surpass Miocic in terms of legacy assuming he holds onto the title against the current lineup of contenders.
He already holds a win over former Interim Champ and previously undefeated Gane, who I and many others hold in high regard.
Finished Stipe in dominant fashion, avenging his prior loss. I wouldn't be surprised to see a potential trilogy between them and if/when it does happen Ngannou will likely be the favorite.
A potential Aspinall title challenger would likely be riding a nine- or ten-fight win streak (potentially all finishes). Failing that, he'll probably end up notching another finish win over Curtis (perennial Top 5 contender) to close out their one-sided trilogy.
Tai Tuivasa has somehow gone from being a fun brawling journeyman to a legitimate contender and would be riding a six-fight win streak if he upsets Gane (again, likely all finishes).
Then there's the looming shadow of a Superfight with Jon Jones: LHW GOAT and the guy many people the "true" P4P GOAT of MMA.
I don't see it happening, but in some miracle scenario where Ngannou sticks around and manages title defenses against Jones, Stipe, Aspinall, and potentially Gane a second time I would almost certainly call him the new UFC HW GOAT. If he leaves, the possibility is there for Aspinall or Gane to fill that mantle instead given their relatively young age and high ceiling.
Stipe is probably the number one UFC heavyweight of all time. Fedor is number one regardless of organization, but Stipe is honestly nipping at his heels, IMO as someone who has been watching since the days of VHS at Blockbuster.
