Fedor is the only one in the same convo has GSP. I'd say that GSP's record is much better, but you can argue for Fedor as the GOAT, no problems there.

Hughes was either the MMA GOAT or 2nd behind only Fedor at this point. Whatever you think of him, it was his ranking.
Shields is a top 20 fighter of all time, at the very least, and again, even if you don't like the way he fought, he still has a victory over Dan Henderson aka "Best victory of Silva).
Penn was also a all-time great.
Bisping was a pretty dope (he went up and win a title) and he finished the dude, fair and square. Something Silva couldn't do.

- Winning the title from Hughes, which was the passing of the torch, and the beginning of GSP's legacy (with a small hiccup in Serra's form)

But still, what he did in Japan was, IMO, incredible.

That's a good indication IMO.
Sureley not as clear a signal as straight up getting caught red handed like Jones and Silva, but still, good proof.
