Could they? The whole point is that they're in this echo chamber where they trade outlandish conspiracy theories that make no sense and that regular people aren't even aware of. Someone who isn't in that world or who is but sees how it looks to normal people isn't going to be offered the job or isn't going to take it if he does get the offer.

Oh...educate me then. Let's get the broad points out though. Meeting, funding, public statement on investigation, actual investigation, contingencies.

Ok, now try to explain to me where "In exchange for [funding and/or a meeting], I expect you to do something you're not obligated to do [public statement on investigation and/or re-open investigation]." does not meet the legal definition of bribery.
